Independent candidate for governor (2016) who challenged Puerto Rico's two-party political system
Alexandra Lúgaro (born 1981) is a Puerto Rican attorney, businesswoman, and political figure who ran for governor of Puerto Rico as an independent candidate in 2016 and 2020, challenging the two-party (PNP/PPD) system that has dominated Puerto Rican politics since 1968.
Lúgaro's 2016 campaign was groundbreaking: as an independent candidate with no party infrastructure, she received approximately 11% of the vote — the strongest independent showing in modern Puerto Rican history. Her campaign galvanized young voters, professionals, and citizens disillusioned with both major parties.
In 2020, she ran again under the newly formed Movimiento Victoria Ciudadana (Citizen Victory Movement), a progressive party coalition. While she did not win, the party established itself as a viable third force in Puerto Rican politics.
Lúgaro's significance lies in challenging Puerto Rico's entrenched two-party system:
- The PNP (New Progressive Party) advocates statehood
- The PPD (Popular Democratic Party) supports commonwealth status
- Both parties have governed through patronage networks, corruption, and status-quo politics
- Lúgaro and the Victoria Ciudadana movement argue that the status debate paralyzes Puerto Rico, preventing focus on governance, transparency, and economic development
Her campaigns represented a generational shift — younger Puerto Ricans demanding accountability, transparency, and a politics beyond the status question.
