David Sanes Rodríguez was a civilian security guard from Vieques killed during U.S. Navy bombing exercises on April 19, 1999, when two errant 500-pound bombs struck near his post. His death sparked the "Cause for Vieques" movement, four years of mass civil disobedience, and thousands of arrests that forced the Navy to close its Vieques base on May 1, 2003.
