Luis Muñoz Marín was the first democratically elected governor of Puerto Rico, serving four consecutive terms from 1949 to 1965. He founded the Popular Democratic Party in 1938 and as governor launched "Operation Bootstrap," transforming Puerto Rico's economy. He received the U.S. Presidential Medal of Freedom in 1963 and oversaw Puerto Rico's transition to commonwealth status in 1952.
