Church Committee Report on COINTELPRO (1976)

The Church Committee (formally the United States Senate Select Committee to Study Governmental Operations with Respect to Intelligence Activities) was established in 1975 to investigate abuses by the CIA, NSA, FBI, and IRS. Its final report, published in 1976, documented extensive illegal operations including COINTELPRO.

COINTELPRO and Puerto Rico: The Church Committee confirmed that the FBI maintained a specific COINTELPRO sub-program targeting the Puerto Rican independence movement. The report documented:

  • The FBI conducted 37 separate COINTELPRO operations specifically targeting Puerto Rican independence organizations between 1960 and 1971
  • Operations included infiltration, disinformation, mail interception, and provocateur activities
  • The program targeted constitutionally protected political activity — advocacy for independence is legal political expression
  • FBI director J. Edgar Hoover personally authorized operations against Puerto Rican independence groups

The Church Committee concluded: "Many of the techniques used would be intolerable in a democratic society even if all of the targets had been combatting the United States... The Bureau conducted a sophisticated vigilante operation aimed squarely at preventing the exercise of First Amendment rights of speech and association."

Significance for Puerto Rico: The Church Committee revelations confirmed that the U.S. government had conducted a sustained, illegal campaign to destroy a legitimate political movement. The FBI's targeting of the Puerto Rican independence movement — alongside its operations against the civil rights movement and antiwar movement — demonstrated that the U.S. government viewed Puerto Rican self-determination as a threat comparable to foreign enemies.

The committee's findings led to reforms of FBI domestic operations, but the damage to the Puerto Rican independence movement — decades of infiltration, imprisonment, and fear — was already done.
