In July 2019, the Centro de Periodismo Investigativo (CPI) published 889 pages of leaked Telegram group chat messages involving Governor Ricardo Rosselló and his inner circle — triggering the largest protests in Puerto Rican history and Rosselló's resignation.

The Chat

The Telegram chat group, called 'Los Promeseros' and other names, included Governor Rosselló and approximately 11 members of his administration, including his chief of staff, communications director, and political advisors.

What the Chats Revealed

Misogyny: Sexist and vulgar language about women, including female political opponents and journalists:

- Discussion of government contracts and political patronage

Death and Disaster: Perhaps most devastating, comments making light of the Hurricane María death toll:
- Mocking the bodies piling up in the morgue
- Dismissive references to María victims
- Using disaster response as a political tool rather than a humanitarian priority

Federal Investigation References: Discussion of ongoing federal corruption investigations in ways that suggested obstruction or awareness of corrupt activities

1. July 13: CPI publishes the first 889 pages
2. July 14-21: Protests grow daily across Puerto Rico
3. July 22: Massive protest — an estimated 500,000-1,000,000 people flood the streets of San Juan (the largest protest in Puerto Rican history, on an island of 3.2 million)
4. July 24: Governor Rosselló announces resignation, effective August 2, 2019
