Presidential Visit to Puerto Rico After Hurricane María (2017)
On October 3, 2017, thirteen days after Hurricane María devastated Puerto Rico, President Donald Trump visited the island. The visit became one of the most iconic moments of colonial contempt in modern Puerto Rican history.
At the Calvary Chapel in Guaynabo, President Trump:
- Tossed paper towels into a crowd of hurricane survivors in a manner widely described as demeaning
- Compared María's death toll favorably to Hurricane Katrina, saying: "Sixteen people versus in the thousands. You can be very proud of all of your people, all of our people working together."
- Complained about the impact of the disaster on the federal budget: "I hate to tell you, Puerto Rico, but you've thrown our budget a little out of whack."
- Praised the federal response as "incredible" and "fantastic" while large portions of the island remained without power, water, or cellular service
Context: At the time of the visit:
- Much of the island remained without power (the blackout would continue for up to 11 months)
- The official death toll was reported as 16 (later revised to 2,975)
- Clean drinking water was unavailable in many communities
- Cell service was out for 95% of the island
- Hospitals were operating on emergency generators
Subsequent Statements: In September 2018, after the George Washington University study estimated 2,975 deaths from María, President Trump tweeted: "3000 people did not die in the two hurricanes that hit Puerto Rico... This was done by the Democrats in order to make me look as bad as possible."
The president's denial of the Puerto Rican death toll from María, without presenting any counter-evidence, was condemned by researchers, disaster response experts, and Puerto Rican leaders as an act of colonial erasure — the denial of Puerto Rican death and suffering by the head of the colonial power.
The paper towel toss became an enduring symbol of the colonial relationship: the imperial power distributing crumbs to the colonized with performative generosity while denying the scale of suffering its own neglect had caused.
