On July 13, 2019, the Centro de Periodismo Investigativo (Center for Investigative Journalism) published 889 pages of leaked private Telegram messages between Governor Ricardo Rosselló and 11 members of his inner circle, including cabinet members, political advisors, and a lobbyist.
Contents of the Chat:
- Misogynistic comments about female politicians and journalists
- Homophobic slurs targeting political opponents and public figures, including Ricky Martin
- Mocking comments about victims of Hurricane María, including a joke about dead bodies piling up
- Discussion of strategies to manipulate public opinion and media coverage
- Coordination of political attacks on opponents

Political Context: The chat revelations came during a period when Puerto Rico was still recovering from Hurricane María, the earthquake swarm was months away, and the fiscal control board was imposing austerity. Two former cabinet members had been arrested on federal corruption charges just days before the chat was published.
The Response: The chat provoked unprecedented public outrage. Within days, massive protests erupted across Puerto Rico and in diaspora communities. Key moments:
- July 17: Protesters shut down the expreso Las Américas (Puerto Rico's main highway)
- July 22: An estimated 500,000 people marched on the governor's mansion — the largest protest in Puerto Rican history

Rosselló initially refused to resign, then announced he would not seek re-election. On August 2, 2019, he resigned — the first Puerto Rican governor forced from office by popular protest.
The Telegram scandal revealed what many Puerto Ricans already knew: that their colonial government treated them with contempt. The response demonstrated that Puerto Ricans would not accept it.
