General George W. Davis: Last Military Governor
Brigadier General George W. Davis served as the third and final U.S. military governor from May 9, 1899 to May 1, 1900. His tenure was defined by the catastrophic Hurricane San Ciriaco (August 8, 1899, ~3,400 dead), judicial reform establishing independent courts, and preparation for the transition to civilian government under the Foraker Act.
Brigadier General George Whitefield Davis (1839-1918) served as the third and final U.S. military governor of Puerto Rico. His tenure was shaped by two defining challenges: the catastrophic Hurricane San Ciriaco and the preparation for transition from military to civilian government.
When Hurricane San Ciriaco struck on August 8, 1899, it killed approximately 3,400 people and left a quarter of the island homeless. Davis organized emergency relief groups to deal with the devastation, establishing a pattern of federal disaster response that would recur throughout Puerto Rico's colonial relationship with the United States.
Davis pursued significant institutional reforms. He established a 'United States provisional court' and freed the local courts from control by the Secretary of Justice, giving the judiciary independent authority for the first time under U.S. rule. He revised the legal codes then in force—inherited from Spanish law—to create a hybrid system that considered both U.S. and Puerto Rican legal traditions.
Davis submitted a comprehensive report titled 'Report of the Military Governor of Porto Rico on Civil Affairs' (published 1902), documenting the stewardship of all three military governors and covering government structure, judiciary, public instruction, health, commerce, agriculture, and public works. This primary source document is now freely available on the Internet Archive.
The Foraker Act, signed April 12, 1900, incorporated almost all of Davis's recommendations. The civilian government took over on May 1, 1900, ending 18 months of military rule and beginning the era of U.S. colonial civilian administration.
